Youth Program

The WIOA Youth program is a federally funded program built to empower youth and foster a modern workforce. by providing services to improve long-term job opportunities for economically disadvantaged youth. The youth program encourages school completion or enrollment in high school equivalency programs. Moreover, they assist eligible youth, ages 14 through 24, to obtain employment through work experience and help them successfully improve their academic skills to transition from school to work. Goal setting is a primary focus in youth programs.

 The Workforce Innovation and Opportunity Act (WIOA) In-school Youth Program is a year-round service that helps to improve educational achievement for all youth participants and prepares them for success in employment.   

In-School Youth

In-School Eligibility:

  • Attending or enrolled in a school (high school, homeschool, or college)
  • Age 14-21
  • Low Income AND a barrier

What is low income for Youth? (one or more of the following)

  • Receiving Free/Reduced Lunches
  • In a household that receives food stamps
  • Live in a high-poverty area (25% or higher)
  • Foster care or aged out of foster care
  • Meets the HHS or LLSIL low income guidelines 

Do one or more of these barriers apply?

  • Basic Skill Deficent
  • Offender
  • Homeless
  • Runaway
  • Individuals with a disability (I.E. Learning Disability, Dyslexia, Anxiety, Depression, ADHD, Autism, etc.)
  • In or Aged Out of Foster Care
  • Pregnant (women only)
  • Parenting
  • English Language Learner (English is not the youth's primary language)

out-of-School Youth

Out-of-School Eligibility:

  • Age 16-21
  • Not attending or enrolled in any school

Do one or more of these barriers apply?

  • High School Dropout
  • Low Income
  • Basic Skill Deficient
  • Offender
  • Homeless
  • Runaway
  • Individuals with a disability (I.E. Learning Disability, Dyslexia, Anxiety, Depression, ADHD, Autism, etc.)

  • Compulsory Attendance
